Manager of Information Services (Downtown Toronto)

Overview:

Our client is currently looking for a strong Manager of Information Services to join their Electronic Search & Registration (ES&R) or Value Added Solutions (VAS) team as a result of internal talent movement and due to demand for engaged Information Services leaders for upcoming national projects to support the business. The Manager of Information Services is accountable for a specific IS functional area or company Software Application Group in providing leadership to a technical team comprised of Architects, Developers, Quality Assurance Analysts, Application Support Developers, contractors and vendors. The Manager, IS plays a critical connector role to the business in talent acquisition (recruiting), performance management and development, project resourcing, managing the full product life cycle, hands-on project management, and line of business program and account management. The Manager, IS has budget accountability and is involved in the annual IS budget planning process. This role involves a leader that will implement best practices, raise the level of talent within their teams and bring innovative thought leadership in driving customer centric technical solutions for the LOB and our customers. Strong relationship management skills are required to effectively gather business requirements along with strong people leadership in prioritizing, delegating tasks while proactively engaging internal business partners and stakeholders in ensuring alignment around technical deliverables. This role may also involve customer interaction and require technical advisory and facilitation skills in validating business requirements and acting as a credible resource to translate this to internal teams for consistency and deployment. This is a hands-on role engaging all aspects of the business and requires an effective communicator with strong relationship management and collaboration skills with a good combination of strategy and tactical project/program fulfillment skills with a visionary perspective. This role will involve presentations to the Line of Business level and up to the executive and Board of Directors level. Travel across Canada will be required for this role.

Responsibilities:
  • Directly manage a team comprised of an average of 10 people on daily tasks and long term project assignments. (20%)
  • Has decision-making authority and autonomy to deliver on goals of department/function, as applicable; influences others cross-functionally to ensure department/functional goals are met, and resolves conflicts in an effective manner. (20%)
  • Manage application support for responsible systems (15%)
  • Perform project management for application development of responsible systems and execution of other IS led initiatives (20%)
  • Prepare and manage budget for responsible area. (15%)
  • Contribute and participate in IS steering committees (10%)
Qualifications:
  • Bachelor’s Degree in Computer Science, Engineering or a related discipline.
  • Minimum of 5+ years in a technical people leadership capacity overseeing a diverse technical team
  • Project Management Professional designation required
  • Experience with online payment systems – ideally Moneris eSelect Plus valuable for the VAS opportunity
  • Experience with data centre collocation and clustered application environments valuable for VAS opportunity
  • Business / Systems Design / Analysis / Development or Systems Operations experience
  • Strong Java development background
  • Experience with Agile/Scrum methodology desired
  • Strong business acumen and ability to present at all levels of the organization – up to the LOB, Executive and Board of Director Level
  • Strong knowledge of emerging software development best practices
  • Previous experience with performance reporting and balanced scorecard an asset
  • Experience managing complex technical projects in the Government sector for ESR opportunity
Systems Environment:

Multi-tier client/server and e-commerce solutions, wide variety of hardware and operating systems (Linux, HP, SUN, Windows, etc), Oracle, Sybase and MS SQL, RUP (development methodology), Rational suite of products to manage development life cycle, ERWin, DBArtisan, Replication Server Technology, Remedy, Spectrum, Patrol, Cisco, TCP/IP, Firewalls and VPN, PKI, Intrusion Detection, X.500 Directory

Development Environment and Tools:

Java, C++, Application Servers, Databases, Eclipse, ClearCase, ClearQuest, Rational Rose or Rational Software Modeler, Rational Software Architect

Operations:

ITIL, COBIT, BMC Software
